Chapter One: Introduction
1.1 Background of the Study
Participatory budgeting is a democratic process that allows local communities to have a direct say in how public funds are allocated for community development projects. In Zaria LGA, Kaduna State, participatory budgeting has been implemented as a mechanism to enhance transparency, accountability, and public participation in the budgeting process. By involving local residents in decision-making, it is believed that community needs and priorities will be better addressed, leading to more impactful development projects (Garba & Murtala, 2023).
This study aims to assess the effect of participatory budgeting on community development projects in Zaria LGA. It will explore how this budgeting approach influences the prioritization, implementation, and sustainability of development initiatives, as well as its impact on social inclusion, local governance, and community empowerment.
1.2 Statement of the Problem
Although participatory budgeting has been touted as a key tool for enhancing community involvement in decision-making, its effectiveness in driving meaningful development outcomes in Zaria LGA remains unclear. There are concerns about the adequacy of community participation, the transparency of the budgeting process, and the actual impact on development projects. This study seeks to evaluate the effectiveness of participatory budgeting in Zaria and identify areas for improvement in its implementation.

Limitations include potential biases from community members involved in the budgeting process and challenges in gathering accurate data on the outcomes of development projects.
